In 2004, through feedback from several schools we were working with, it became apparent that, though the meta-analysis research was valuable and appreciated, their most urgent need was a series of specific characteristics they could readily adopt that would help their schools in the short term. In turn, the International Center, in conjunction with the Council of Chief State School Officers and with financial support from the Bill & Melinda Gates Foundation, conducted a study on the most successful high schools in the country, paying close attention to their feeder elementary and middle schools, to try to understand the characteristics that made them effective schools.
